i actually want the killer to kill all of his targets first before they catch him if his targets get caught per se it's just going too be a few years in prison because of the lack of evidence and testimony, and even if they did admit to the crime that will just lessen their supposed jail time and they can run around freely again l and revert back to doing their deeds. Who knows, another person might die "accidentally" and the police wouldn't even know, isn't this basically what this chapter says. No one believes except the victim itself.
